    Alcohol is legal in Dubai, but it's regulated. Understanding the rules will save you from awkward situations - or worse, fines. Here's what expats need to know.

    Do You Need a License?

    If you're a Dubai resident and want to buy alcohol from retail stores (like African & Eastern or MMI), yes - you need a personal alcohol license. It costs AED 270 per year and is straightforward to get.

    If you're drinking at hotels, bars, and restaurants, no license is needed. Licensed venues can serve anyone over 21.

    If you're a tourist, you can drink at licensed venues and buy from duty-free at the airport (up to 4 liters). You don't need a license.

    Abu Dhabi note: As of 2024, Abu Dhabi no longer requires licenses for retail purchases. Dubai still does.

    Getting a License

    Apply at any African & Eastern (A&E) or MMI store. Bring your Emirates ID, passport copy, and a salary certificate or bank statement showing income.

    The process takes a few days. Once approved, the license is valid for one year. You'll receive a card to show when purchasing.

    Your purchase limit is tied to your income level, though in practice this rarely matters unless you're buying in bulk.

    Where to Buy Alcohol

    Licensed retail stores (A&E and MMI) are located throughout Dubai. Hours are typically 10 AM to 10 PM. You'll need to show your license and Emirates ID.

    Hotels, bars, and restaurants with liquor licenses serve alcohol without requiring your license. Most establishments in tourist areas are licensed.

    Duty-free at the airport offers the best prices. You can buy up to 4 liters when arriving. Stock up if you're returning from a trip.

    Border shops in Umm Al Quwain (Barracuda) and near Abu Dhabi don't require licenses. Many Dubai residents make the drive for lower prices and larger selections. Technically you're buying outside Dubai, so Dubai licensing rules don't apply.

    What It Costs

    Alcohol in Dubai is expensive due to a 30% municipality tax plus import duties. Expect to pay 50-100% more than you would in Europe or the US.

    A bottle of entry-level wine costs AED 45-70. Mid-range spirits run AED 120-180. Premium brands are significantly more.

    Bars and restaurants add substantial markups. A glass of wine at a nice restaurant can easily be AED 50-80. Happy hours (typically 4-8 PM) offer better value, with many places doing 50% off or buy-one-get-one.

    Ladies' nights, usually on Tuesdays, offer free drinks for women at participating venues.

    The Rules

    Dubai is tolerant of alcohol consumption but strict about behavior. Key rules:

    Legal drinking age is 21. ID is checked at venues and shops.

    Don't drink in public. Consumption is only legal at licensed venues and in private residences.

    Zero tolerance for drink driving. The legal blood alcohol limit is 0.0%. One drink can land you in jail.

    Don't be visibly drunk in public. Drunk and disorderly behavior can result in fines, jail time, or deportation.

    Transport alcohol discreetly. When carrying bottles from a shop, keep them in the provided bag. Don't display them publicly.

    Ramadan Rules

    During Ramadan, alcohol service is restricted:

    • Bars don't serve during daylight hours
    • Evening service begins after iftar (sunset)
    • Live music is often suspended
    • Venues must screen drinking areas from public view

    Retail stores remain open but may have reduced hours. If you drink at home during Ramadan, stock up beforehand.

    At Home

    You can legally consume alcohol in your home if you purchased it with a valid license or from duty-free. Many expats have a home bar.

    Delivery is available from A&E and MMI - they'll check your license when they arrive.

    Hosting parties where guests bring their own alcohol is fine. Just keep things reasonable and don't disturb neighbors.
